The behaviour you are describing is not expected, there is no specific settings to change the profile picture size when video is off. It should stay the same across the meeting before and after screen sharing.

What appears to happen for the smaller pics is there is no scaling applied to them in any view. They are always in a black framing box and only the framing box is scaling. In active speaker view the framing box is much smaller and the presence of the framing box around the pic is not so noticeable. In gallery view the framing box scales up but the pic does not, so it looks odd at that point, swallowed by the bigger box. The behavior is the same always.
